Mang nghĩa"cắt giảm chi tiêu"
=to reduce costs or the amount that you spend, in order to save money/If governments, companies, etc. retrench, they start spending less money, or reducing costs

- Shortly afterwards, cuts in defence spending forced the aerospace industry to retrench
